POSITION SUMMARY

The incumbent in this position is responsible for the maintenance of address information for all structures in Columbia County.

This includes serving as the Addressing Authority for the assignment as well as renumbering of addresses for unincorporated areas and as a contributing member of the Plan Review Team.

Responsibilities also include distributing address information to the US Postal Service, internal departments and external agencies.

He or she insures that workflow documentation and statistics are maintained. The incumbent will produce cartographic quality GIS products, provide documentation and answer questions from the general public and other governmental units regarding Maps Online and will conduct training to customers.

Outstanding customer service to the public as well as other departments is a necessary quality of the successful candidate.

This position reports to the Manager of the GIS Department.

The incumbent will serve as a first point of contact to the public for addressing, development, and Maps Online assistance and will have frequent contact with local and main office Postmasters, engineering firms and representatives, developers, homeowners, and agencies such as the Sheriff’s office, Fire Rescue, 311, County and Public Utility Companies and local municipalities.

Utilization of the county ordinances provides direction to assign correct addresses to properties as well as re-numbering properties that do not comply with the ordinance, and the incumbent will follow these directions to update documentation.

The incumbent will also be responsible for working with affected businesses and residents when development requires a roadway to be renamed and renumbered to ensure that all information is properly disseminated for public safety and accurate location identification.

The incumbent is exposed to dust, dirt, construction machinery, noise, and cold or inclement weather. Work is performed standing, stooping, and sitting, bending, walking, crouching, lifting and moving objects weighing more than 50 pounds.

Work is typically performed in an office setting, vehicle, and occasionally outdoors.

High school diploma or general education degree (GED) required. Associate or Bachelor’s Degree in computer science, environmental science, geography, geology or related field preferred.

Current GIS knowledge and experience is preferred. A valid driver’s license is required.

PRINCIPAL ACCOUNTABILITIES

Receives and evaluates legal documents which affect GIS databases such as recorded Plats and determines the effect and the area to which they apply.

Responsible for all the data sharing, report and map generation, as well as meeting planning, between departments related to certain ongoing projects related to the department.

  • Analyst participates in plan review process as Addressing Agent for Columbia County. Assigns addresses to paper copies or digital drawings of plats;
  • visits properties when necessary to address or re-address locations; and approves street names submitted by developers and engineers.

    At final plat stage, responsible for insuring addressing is correct on plat, that digital files are current and in the required State Plane coordinate system, and working with civil engineering firms to resolve any errors prior to recording the plat with the Clerk of Court.

    Responsible for communication to GPS personnel when the development is ready for data collection.

    Responsible for preparing reports and analyses based on workflow statistics.

    Maintains on going relationships with municipalities, the U.S. Postal Service and the U.S. Census Bureau

    regarding address information; insures assignment of addresses in unincorporated Columbia County, and in municipalities requesting this service.

    Maintains addresses for municipalities within Columbia County’s databases.

    Provides customer and technical support under the direction of a GIS Manager, aids both GIS users and non-users in the application of geographic technology.

    Answers difficult questions from the general public and other governmental units and provides customer support with Maps Online and other GIS apps.

    Produces map products in both paper and digital form using cartography standards.

  • Operates GIS equipment, software, data and products; provides technical and administrative assistance to the GIS Department;
  • assists in the design, development and creation of databases, maps and other related projects.

    Attends meetings, conferences, and workshops to remain informed on changes relative to the position requirements.

    Distributes copies of final plats to county departments, local utilities and post offices.

    Performs all other duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of county geographical area.

    Knowledge of GIS concepts, theory and practices.

    Knowledge of GIS systems.

    Skill in performing analytical functions and processes relating to GIS and databases.

    Skill in the operation of GIS software systems.

    Skill in the use of databases such as Access, SQL or SDE.

    Ability to work independently with minimal instruction and direction.

    Ability to interface with the public in a customer-oriented fashion when conveying difficult information such as required address changes.

    Ability to interpret field surveys, including plats of subdivisions, commercial areas, and construction projects.

    Ability to perform quality control reviews of AutoCAD DWG files.

    Ability to read, analyze, and interpret documents, technical procedures, and a variety of instructions furnished in written, oral, diagram, or schedule form.

    Ability to maintain accurate records; good organizational, planning, and presentation skills.

    Ability to coordinate multiple projects simultaneously and to complete short term projects with critical deadlines.

    Ability to establish and maintain effective working relationships with employees, associates, government officials and the general public.

    Ability to communicate effectively both orally and in written form and to present information and respond to questions from managers, clients and customers.

    DESIRABLE TRAINING AND EXPERIENCE

    High school diploma or general education degree (GED) required. Associate or Bachelor’s Degree in computer science, environmental science, geography, geology or related field preferred.
