The rolereports into the Head of Fraud Mitigation Strategy ( FMS ) for theircountry / region. The role holder is accountable for supporting thisHead of FMS and responsible for specific workstreams that resolve fraud controlperformance issues and other fraud-related concerns.

The role holder will support the end to end co-ordination of allfraud related controls within regional FCTM and the controls operated by HOST’sFraud Operations.

The role holder is responsible to the local Lines ofBusiness, for these controls operating in synchronicity to deliver the level offraud mitigation, customer experience and operational cost determined by therisk owner.

Risk owners have delegated the accountability for running of thesefraud controls to the Head of Fraud Mitigation Strategy.

The role holder is responsible for locally driving the globalfraud strategy for the effective operation of fraud controls in relation toData, Analytics, Systems, IT, Investigations and Operations.

The role isresponsible for the setting and monitoring of performance levels of thesecontrols. The role conducts oversight and collective delivery of controls toachieve effective management of fraud risk on behalf of Risk Owners.

The roleis responsible for the provision of 1LOD control performance MI to inform RiskOwner decision and Risk Steward oversight.

Impact on theBusiness

  • Locally support the deployment of the Global Fraud Strategy for the operation of in scope fraud controls to deliver risk owner objectives.
  • Locally support the deployment of the globally defined processes and procedures that ensure the effective execution of fraud controls.
  • Orchestrate the synchronized operation of in scope controls, setting and monitoring performance levels, challenging effectiveness and driving control owners to innovate and improve their controls.
  • Act as a point of contact for FCTM owned fraud controls, providing stakeholders & Head of FMS with advice on the prioritization of fraud controls as well as an escalation route for ineffective operation.
  • Ensure the effectiveness of in scope controls through the critical assessment of clear and concise management information on the performance of their controls provided by control operators.
  • Customers / Stakeholders

  • Advising control operators on prioritization of potentially divergent and conflicting requirements from a broad range of stakeholders in a BAU context.
  • Lining into the regional LoB, for the co-ordination of the controls which deliver the level of fraud mitigation, customer experience and operational cost determined by the risk owner.
  • Support in identifying new or enhanced requirements for fraud mitigation controls, working with key stakeholders such as US Compliance Transformation, FCTM Research & Analytics and FCTM Product Management, HOST Fraud Operations, HOST IT Cybersecurity, and Lines of Businesses, to influence change initiatives that improve the fraud control environment.
  • Develop, strengthen and leverage external relationships with key public and private sector partners and peers in connection with fraud controls.
  • Provide global SME advice and guidance on the application of new fraud controls or adjustment of existing fraud controls.
  • Leadership& Teamwork

  • Provide support on a multi-stakeholder governance that ensures Lines of Business, HOST and FCR stakeholders are providing clear leadership and direction on the operation of fraud controls.
  • Through action and strong teamwork ensures FCTM personnel own and optimize FCTM decisions to grow sustainable, risk adjusted profits.
  • OperationalEffectiveness & Control

  • Provide challenge and escalation for in scope controls that are sub optimal ensuring responsible control owners have robust remediation plans.
  • Maintain close working relationships with FCTM and HOST colleagues that ensure their control activities deliver appropriate threat mitigation for fraud risks.

  • Provide Risk Steward’s with SME guidance on controls to assist with setting of Risk Control Library content, Risk Appetite Statements and aligned Key Indicators & metrics.
  • Provide 1LOD Fraud MI and commentary for 1LOD forums.

  • The role is part of FCTM but is closely linked to external stakeholders as customers (Lines of Business) and suppliers (HOST).
  • The job holder will be required to work closely with colleagues across all stakeholder groups to ensure the diverse range of fraud controls operate in a synchronised manner.
  • The role requires a good level of influencing and leadership skills in order to support the Head of FMS.
  • Management of Risk

  • Acts as co-ordinator of end to end controls in region in scope for fraud. Responsible for these controls operating to effectively manage fraud risk in line with strategic direction.
  • Observation of Internal Controls

  • Maintains a management overview of HSBC internal control standards, including timely implementation of internal and external audit points that relate to the operation of in scope fraud controls.
  • Ensure control operators understand, follow and demonstrate compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business, specifically Internal Controls and any Compliance policy including, inter alia, the Group Compliance policy.
  • Role Dimension

  • The role holder will support the Head of FMS who has responsibility for the Fraud AOP including technology costs associated with fraud controls.
  • Experience

  • The job holder is required to have experience in working with controls that manage fraud risk.
  • Successful track record in influencing is essential, in particular the application of this skill in areas outside their direct span of control.
  • An understanding of operational risk is also desirable.

  • Strong influencing skills, including the ability to communicate on a diverse range of topics to multiple stakeholders.
  • Ability to articulate complex and sensitive information and situations in meaningful and easily understood terms.
  • Track record of resilience and confident challenge when in dealing with stakeholders to influence change without direct responsibility for resources or budget.
