CMS Bureau of Personnel is filling three division-level managers, who will direct cross functional teams overseeing multiple personnel programs for more than 60 agencies, boards and commissions.

POSITION ESSENTIAL FUNCTIONS :
35% - Serves as a Division manager within the Bureau of Personnel which includes monitoring and oversight of the administration of statewide Personnel functions for assigned agencies :
Plans, develops, organizes, controls and manages the activities of services provided to assigned agencies.
Oversees, through subordinate staff, the administration, implementation and processing of statewide Transactions, Examining, Counseling and Classification personnel functions for assigned agencies.
Supervises staff and monitors activities for compliance with the Personnel Code, Personnel Rules, Pay Plan, collective bargaining agreements, Executive and Administrative Orders, policies and procedures;
Performs ongoing operational reviews to provide continuing improvement of Bureau strategy and efficiency;
Responsible for managing and developing the centralized technical human resources services utilized by agencies, boards and commissions pursuant to the Personnel Code, Personnel Rules, and other governing regulations;
Oversees implementation of standardized operational policies, procedures, techniques developed by the Director of CMS, Chief Administrative Officer, Deputy Director of the Bureau of Personnel, or other designated senior management;
Serves as official spokesperson on behalf of the Bureau on Personnel related to issues arising at or affecting assigned agencies
Oversees job audits, the review of layoff plans, reorganizations, and geographical transfer packages.
15% -Performs special projects on various personnel issues for the Deputy Director, frequently of a highly sensitive and confidential nature :
Provides assistance, direction, advice and counsel to the Deputy Director, CMS leadership, and agency personnel managers and staff regarding and operation of the State personnel management system;
Coordinates projects and issues resolutions with other BOP staff to ensure uniformity and consistency in policy and rule interpretation.
Conducts ongoing analysis and research of programs to proactively identify and resolve deficiencies by developing and implementing procedural processes and changes to support the assigned agencies with quality services
Utilizes computer system applications, such as Microsoft Office suite and databases in performance of duties.
15% - Plans, develops, implements, and manages policy and operational aspects of State personnel management; develops and monitors Division goals and objectives :
Assists in the development and implementation of strategic planning and evaluation efforts for services provided
Establishes outcome measures for all goals and objectives
Establishes key performance measures for agency provided functions
Tracks forecast versus actual performance
Provides ongoing monitoring of all Division functions
Provides reports and recommendations to the Deputy Director
Assists the Deputy Director and the Chief Administrative Officer in developing the annual budget.
15% -Serves as full-line supervisor :
Assigns and reviews work
Provides guidance and training to assigned staff
Counsels staff regarding work performance
Reassigns staff to meet day-to-day operating needs
Establishes annual goals and objectives
Approves time off
Adjusts first level grievances
Effectively recommends and imposes discipline, up to and including discharge
Prepares and signs performance evaluations

15% -Among the Division Managers, duties may include : Transactions -
Overseeing agency compliance in processing of Transactions, the Records Program, and the Back Wage Claim Program which includes providing technical assistance to state agencies in the development, processing and maintenance of all Personnel Transactions
Administering of personnel transactions, payroll certification and records maintenance services which includes providing consultation decision-
making on various Transaction related issues
Providing oversight of Personnel Transactions, the Records Program, and the Back Wage Claim Program which includes the development of procedures and guidelines
Overseeing job description compliance with the Classification Plan which includes providing technical assistance to state agencies in the development and maintenance of their classification program
Administering of the Pay Plan Administration / Compensation Services which includes providing consultation decision-making on various individual compensation issues
Providing oversight of Test Development which includes the development of pre-employment tests and other types of selection devices for various job classifications
Examining & Counseling -
Overseeing statewide examining and counseling functions which includes providing technical assistance to state agencies in the development and maintenance of their examining and counseling issues
Administering of examining and testing, and the career services counseling program counseling Services which includes providing consultation decision-
making on various examining and counseling related issues
Providing oversight of the CMS Disabled Workers Program and the Severely Disabled (SD) Option Program which includes the development and compliance of program procedures and objectives
5% -Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Requirements :
Requires (4) four years of Human Resources Experience
Requires (3) three years of experience supervising individuals in a wide variety of roles in a professional environment
Requires (4) four years of progressively responsible administrative work experience
Requires knowledge, skill and mental development equivalent to completion of (4) four years of college
PREFERRED QUALIFICATIONS :
Human Resources experience beyond (4) four years
Experience supervising individuals in a wide variety of roles in a professional environment beyond (3) three years
Experience directing multiple programs simultaneously such as compensation programs, employee development, training, job classification planning
Experience leading Organizational Change Management
Experience ensuring statutory, regulatory and policy compliance
Experience with development and implementation of policies and procedures
Experience working with Union workforces and implementing Collective Bargaining Agreements
Experience enhancing workforce diversity
CONDITIONS OF EMPLOYMENT :
Requires ability to work at various times of normal office hours to meet deadlines
