Herbert, Rowland & Grubic, Inc. (HRG) is an employee-owned, nationally ranked design firm providing civil engineering, surveying, and environmental services to the private and public sectors.

We are actively seeking a Financial Services Project Specialist to join our dedicated team of professionals in Harrisburg, PA.

As a Financial Services Project Specialist , key responsibilities include :

Responsibilities include but not limited to :

  • Identify and evaluate funding sources for capital projects.
  • Evaluate the financial and cash flow impacts of proposed capital projects on user rates and other charges.
  • Assist in securing and administering funding for municipal and private entities implementing capital projects (including but not limited to PENNVEST, USDA, CFA, HUD, DCED, Multi-model, bank and bond financing).
  • Perform financial and construction monitoring services for government agencies for projects funded through government grant / loan funds.
  • Keep current with funding programs and notify internal clients.
  • Develop valuation of municipal / utility assets.
  • Perform financial / operational reviews.
  • Perform project management services.
  • Participate in marketing activities to internal and external prospective clients.
  • Required Experience

  • Bachelor’s Degree in Accounting, Engineering, Business Management, Finance or related field
  • 3-5 years' experience in a local / state government, financial advising, consulting or engineering
  • Knowledge / experience with the various grants as mentioned above. Knowledge / experience with the Redevelopment Assistance Capital Program (RACP) a plus
  • Must be a self-starter, independent worker, with strong interpersonal, communication, and organizational skills
  • Proficient in Microsoft Office Suite to include Excel, Power Point and Outlook
  • Requires travel to meetings, other HRG offices, and job sites as necessary
  • Has the legal right to work in the U.S
